有一种观点认为,民主国家领导人需要时刻考虑民众支持率,因而会做出短视的、不符合长期利益的决策,相比之下,独裁者在位时间长、不必讨好选民,其决策更理智、眼光更长远,更有战略性。
这篇文章驳斥了上述观点:独裁者们在统治后期往往会做出灾难性的错误决策。其主要原因是独裁者的认知与现实的错位。独裁者通过打击异见、压制言论来集中权力,使用恐惧统治,结果就是失去了负反馈,身边被一群忠诚的(或假装忠诚的)yes-man围绕,下属报上去的都是独裁者喜闻乐见的消息,新闻里也都是一片赞歌。浸泡在这样的信息环境中,独裁者会大大高估其政策效果以及个人能力,在位时间越长,其认知与现实脱节的程度也就越严重,因而会容易做出错误决策,例如当政22年后,一贯被认为实干理智的普京今年决定入侵乌克兰,开战近八个月,俄罗斯国力受到重创。
总而言之,独裁者集权的手段也是其失败的诱因。在通往集权的路上,失败的种子已经种下,因而作者称之为“独裁者陷阱”。
